Self-sustaining community-building thanks to Furusato Nozei

Rakuten is taking on a new community-building challenge by focusing on Furusato Nozei ("Hometown Tax") program* ideas that use crowdfunding. Why crowdfunding? RNN went to Seki City in Gifu Prefecture, where crowdfunding helped build a center for community-building called "Honmachi BASE", to see firsthand what kind of changes are happening in local communities through the Rakuten Hometown Tax program.
